India is taking proactive steps to defend its borders against public health threats. Currently, the Directorate General of Civil Aviation (DGCA) has issued fresh Ebola screening guidelines for airlines. This measure follows a World Health Organization alert regarding active Ebola outbreaks in Uganda and the Democratic Republic of Congo. Consequently, authorities have tightened monitoring protocols to prevent any cross-border viral transmission.
Specifically, airlines flying directly or indirectly from Uganda and Congo must enforce mandatory self-declaration forms for all passengers. Travelers and crew members, irrespective of nationality, must complete these forms before deboarding. Additionally, the watchdog has identified 13 carriers for Congo and 17 carriers for Uganda, including major airlines like Air India, IndiGo, and Akasa Air.
Furthermore, the aviation regulator has directed airlines to make clear in-flight announcements. Crew members must instruct passengers to report symptoms immediately. These symptoms include fever, weakness, muscle pain, headache, sore throat, vomiting, diarrhea, rash, and bleeding. Moreover, anyone experiencing these signs must inform the crew and the immigration unit upon arrival.
If an onboard passenger shows symptoms of the disease, cabin crew must follow specific isolation measures. For instance, they must relocate the suspected patient to the rear of the aircraft. Meanwhile, the airline should keep three rows in front and the side seats of that passenger vacant.
Besides passenger isolation, the DGCA requires airlines to stock essential safety equipment. Specifically, flights must carry adequate reserves of triple-layer masks, disposable gloves, personal protective equipment (PPE) kits, and bio-hazard disposal bags. Additionally, the airline must park any aircraft carrying a suspected case in a designated separate bay.
Importantly, Union Health Minister J P Nadda confirmed that India has not reported any Ebola cases. However, the government remains highly vigilant and has placed all entry ports on high alert. He directed the National Centre for Disease Control and the Indian Council of Medical Research to maintain constant diagnostic readiness. Therefore, healthcare providers should remain aware of potential cases among travelers returning within 21 days from affected zones.
Q1: Which travelers must fill out the self-declaration forms?
All passengers and crew traveling from Uganda and Congo must complete the form before deboarding in India.
Q2: What should travelers do if they develop Ebola-related symptoms after arrival?
If symptoms develop within 21 days of arrival, travelers should immediately seek medical care and notify airport health authorities.
Q3: What in-flight protocols must airlines follow for suspected cases?
Airlines must isolate the passenger at the rear and leave adjacent rows vacant. Additionally, the airport must park the plane in a designated bay.
