Government Support for Healthcare Manufacturers

The Indian government recently announced a significant Customs Duty Exemption on 40 petrochemical inputs. This measure aims to protect the pharmaceutical and medical technology sectors from rising costs. These industries currently face immense pressure due to the ongoing conflict in West Asia. Consequently, the Finance Ministry released a comprehensive list of products eligible for this temporary relief. This policy remains effective until June 30 to ensure the steady supply of essential medical goods.

Impact of Customs Duty Exemption on Input Costs

Industry leaders have welcomed this proactive step to stabilize the domestic healthcare market. The Indian Pharmaceutical Alliance (IPA) noted that the conflict disrupts the timely movement of products. Specifically, raw materials like Polypropylene, ABS, and PVC resin are vital for medical consumables. Previously, input prices surged by up to 50 percent because of freight hikes and supply shortages. Therefore, the Customs Duty Exemption directly addresses these inflationary pressures. Manufacturers expect this move to lower production costs for critical items like MRI scanners and low-risk consumables.

Strengthening the MedTech Supply Chain

Besides immediate tax relief, the industry seeks long-term structural changes. For instance, medical device makers have requested lower GST rates on raw materials. Currently, many APIs and reagents attract an 18 percent GST rate. Reducing this to 5 percent could further boost the global competitiveness of Indian goods. Furthermore, the IPA suggested forming an 'Empowered Committee of Secretaries' for better coordination. These steps would help maintain an uninterrupted supply of critical healthcare products during global volatility.
