The Odisha state government has initiated plans to create a digital platform, aiming to significantly streamline **Priority Cancer Appointments** for suspected cancer patients and those currently undergoing treatment. Consequently, individuals will no longer need to endure long queues at top government hospitals for consultation, diagnosis, and treatment. The system focuses on making healthcare access smoother and more reliable for oncology patients across the state.



Improving Access through Priority Cancer Appointments


The National Informatics Centre (NIC), a government agency, will develop this crucial digital platform. Furthermore, the new model establishes District Headquarters Hospitals (DHHs) as "spokes" connected to major tertiary care institutions, which function as the "hubs." Appointments are first booked at the patient’s nearby DHH. After booking, the patient can then approach the tertiary care hospital at a specified time slot. This decentralized approach immediately reduces unnecessary patient travel and waiting time at the high-volume hospitals, easing the logistical burden on vulnerable patients. Consequently, patients will feel more confident about receiving their necessary OPD consultation, diagnosis, and treatment without the fear of missing their slot.


Doctors at any DHH can identify cancer-related symptoms in a patient. If they find symptoms, the DHH doctor or staff will arrange an initial teleconsultation with an oncologist from a tertiary care hospital. Therefore, if further action is required, the system digitally books the patient's physical appointment with the tertiary care hospital. Meanwhile, teleconsultation will also be available for existing cancer patients requiring follow-up treatment. The system will issue the patient the specific date and time for the appointment, diagnosis, or treatment.



Decentralizing Tertiary Cancer Care in Odisha


The state has identified several key tertiary care institutions to serve as the main treatment hubs. These include SCB Medical College and Hospital, Cuttack; MKCG Medical College and Hospital, Berhampur; VIMSAR, Burla; Acharya Harihar PG Institute of Cancer (AHPGIC), Cuttack; and AIIMS Bhubaneswar. These institutions will serve as the centers for specialized care. The government categorizes appointments into three clear types: emergency care, priority diagnosis, and general OPD. Susanta Kumar Swain, additional director (non-communicable disease), Health and Family Welfare Department, explained that patients will no longer travel to top hospitals without a confirmed appointment or token for diagnosis. Following the digital solution's implementation, all bookings occur beforehand, ensuring a seamless and easy experience for cancer patients at the hospital.



Focus on Early Diagnosis and System Transparency


Early diagnosis remains a key focus for the Health and Family Welfare Department. Health Minister Mukesh Mahaling emphasized the need to increase public awareness regarding the early signs and symptoms of cancer. Therefore, greater awareness will encourage people to visit nearby hospitals or oncologists sooner for diagnosis and subsequent treatment. Moreover, the digital platform will enhance operational transparency. The platform will dynamically show the vacancy of hospital beds, the status of diagnosis facilities, and doctors currently on duty. This system provides a new level of accountability and information access for both healthcare providers and patients, which significantly improves overall service delivery.
