Major Shifts: NMC Amends Key Medical Education Rules for Colleges!
The National Medical Commission (NMC) has recently issued significant amendments to the existing **NMC Medical Education Rules**, specifically impacting undergraduate medical education. Consequently, these changes are poised to reshape the landscape for new and expanding medical institutions across India. This notification, dated April 27, 2026, revises provisions within the 'Guidelines under Regulation 10 of the Establishment of New Medical Institutions, Starting of New Medical Courses, Increase of Seats for Existing Courses & Assessment and Rating Regulation 2023 (UG-MSR 2023)' and Regulation 19 of the 'Graduate Medical Education Regulations 2023'.
NMC Medical Education Rules: Key Changes Explained
The recent amendments introduce crucial modifications that aim to streamline and potentially accelerate the establishment and expansion of medical colleges. Furthermore, these updated **NMC Medical Education Rules** address concerns related to seat availability and logistical requirements. Let's explore the three primary areas of change.
Goodbye to MBBS Seat Caps
One of the most notable amendments is the deletion of the objective in UG-MSR 2023 that previously restricted colleges seeking an increased number of seats to a maximum of 150 MBBS students from the academic year 2024-25. Therefore, medical colleges no longer face this rigid upper limit, allowing for greater flexibility in expanding their intake capacity. This change is expected to significantly boost the availability of MBBS seats nationwide, directly contributing to addressing the doctor shortage in India.
Population Ratio Requirement Removed
Additionally, the NMC has removed the proviso under the Objective in UG-MSR 2023, which mandated that medical colleges adhere to a ratio of 100 MBBS seats per 10 lakh population in a given state or Union Territory. This population-based restriction often posed challenges for states with a higher density of medical colleges or specific demographic profiles. Consequently, its removal allows for more equitable distribution and expansion of medical education infrastructure, unhindered by this specific demographic criterion.

New Distance Norms for College and Hospital Plots
Another critical update concerns the distance between a medical college and its affiliated hospital. Previously, the regulation stipulated a maximum travel time of 30 minutes between the college and hospital plots. However, the revised Schedule I under A.1.GENERAL now specifies a maximum distance of 10 km. Moreover, for medical colleges located in North Eastern Region States and Himalayan States, this maximum distance is extended to 15 km. This shift from travel time to a fixed distance provides clearer, quantifiable criteria for infrastructure planning, thus facilitating better adherence and easier assessment.
These amendments are expected to have a far-reaching impact on medical education in India, making it easier for institutions to grow and adapt to the country's healthcare demands. Medical colleges and aspiring institutions should carefully review these updated regulations for compliance and planning.
