Chhattisgarh Medical Procurement Scam: Supplementary Chargesheet Details

The medical procurement scam in Chhattisgarh has seen significant developments recently. The state’s Anti-Corruption Bureau (ACB) and Economic Offence Wing (EOW) filed a supplementary chargesheet against four key individuals. These individuals allegedly facilitated irregularities in the procurement of medical equipment and reagents during 2023. Consequently, the state exchequer suffered massive financial losses.

Impact of the Medical Procurement Scam

Investigation results show that the accused collaborated to manipulate the tender process. Specifically, firms like Mokshit Corporation and Shri Sharda Industries fabricated documents to secure contracts. Furthermore, these companies quoted identical prices for various consumables. They intentionally inflated the prices of essential items, including EDTA tubes and CBC machines. For instance, Mokshit Corporation sold EDTA tubes at Rs 2,352 each, despite the standard market rate of Rs 8.50. This blatant overpricing caused a loss of approximately Rs 550 crore to the government. Additionally, the firms supplied CBC machines at nearly triple their market value.

Accountability and Future Actions

The ACB/EOW named officials from several prominent medical supply companies in the latest filing. These include representatives from Recorders and Medicare Systems and DiaSys India. Moreover, the investigation found that the companies fixed high maximum retail prices to deceive the Chhattisgarh Medical Services Corporation (CGMSC). Although the original FIR did not name specific individuals, the supplementary chargesheet provides a clearer picture of the collusion. Authorities continue to examine the roles of health department officials in this multi-billion rupee scandal.

Q2: Which institutions were involved in the procurement irregularities?

The Chhattisgarh Medical Services Corporation and the Directorate of Health Services were the primary government bodies involved in the procurement from the accused private firms.
