The Impact of Ayushman Bharat Cancer Coverage

Ayushman Bharat cancer coverage is a cornerstone of India's healthcare strategy, offering a vital lifeline for thousands of oncology patients. Notably, the scheme has provided financial protection for over 68 lakh treatments since its inception in 2018. Consequently, rural and low-income populations have gained access to advanced targeted therapies that were once out of reach. A study in The Lancet highlights that enrollment increases the chance of starting treatment within 30 days by 90%.

Optimizing Ayushman Bharat Cancer Coverage

Despite these gains, a significant gap remains between current funding and the actual cost of standard care. Specifically, the FinCan study led by Dr. Abhishek Shankar from AIIMS Delhi reveals a substantial annual funding deficit. While the scheme currently allocates approximately Rs 7,700 crore for oncology, the full standard of care requires an estimated Rs 33,000 crore. Therefore, experts advocate for smarter spending to maximize the impact of every rupee. Furthermore, expediting diagnosis and treatment initiation could save Rs 1,500 crore and over 1,500 lives annually.

Proposed Financial Reforms for Oncology

One major recommendation involves replacing the annual Rs 5 lakh cap with a five-year revolving ceiling of Rs 25 lakh. This reform would allow families to use more funds during high-cost periods, like the initial year of surgery. Additionally, the study supports a Rs 10 lakh top-up for high-stage cancers requiring expensive specialized interventions. Integrating diagnostics into the main scheme is also critical, as they currently represent only 3% of care costs. Lastly, the 2025-26 Union Budget has earmarked funds for 200 new day care cancer centers to further decentralize care.

Frequently Asked Questions

Q1: How has PM-JAY improved cancer treatment timelines?

Enrolment in AB-PMJAY has increased the likelihood of initiating cancer treatment within 30 days of diagnosis by approximately 90% compared to pre-2018 levels.

Q2: What is the proposed 'revolving ceiling' for cancer care?

The FinCan study suggests a five-year revolving ceiling of Rs 25 lakh per family. This allows patients to use more funds in high-cost years while ensuring continuity of care.
